Outreach to public organisations only works if you do not package it as selling. Our approach

Are you allowed to approach a civil servant cold?
Business contact is permitted, and it happens daily. What you must do is keep it recognisably professional: write to the work address, be clear about who you are and why you are approaching this particular person, and include a working opt-out. Anyone who says they want no further messages is removed, from the source list as well. What you must not do is come in through private channels or imply there was earlier contact; that costs you the organisation for years.

Our email gets forwarded internally to someone we do not know. How do you deal with that?
By writing for it. At public organisations, forwarding is the normal route: your first reader is rarely the decision-maker, but they do decide whether the message travels further. So there is no opening that only makes sense to one person, no reference to an earlier conversation the second reader missed, and no attachment that gets lost on the way. The message carries the problem, why it matters for their programme, and one next step, and it is complete without you there.
