An IT manager receives a handful of messages every week from parties promising experienced people and short lines. Outbound only works here if you know something the others do not. So we build the sequence on a technical or contractual moment: an announcement, an end-of-support date, a migration, an expiring agreement. That moment goes in the first sentence; your service description does not. We also account for the surroundings: part of your audience sits at or around central government in The Hague, and outbound will not get you into a procedure that is already running. Are you allowed to approach a government organisation cold?
Approaching is allowed, but it achieves little while a procedure is running and it can harm your position. The usable route is the period in between: getting acquainted, showing what you have done on comparable problems, and being visible when the next request is being prepared. So we plan the sequence around the contract cycle rather than around a quarterly sales target.

Usually three things. We make the list smaller and sharper, we replace the generic opening with a concrete moment at that specific company, and we check whether your messages arrive at all, because a badly configured sending setup leaves a sequence unread. After that a calling round is attached, since part of your audience does not read messages and decides on the phone.
