Sales in The Hague
The Hague is the seat of the Dutch national government, which puts the state itself on the buying side. Ministries, executive agencies and international institutions purchase through tenders, with requirements fixed months in advance. Layered on top of that is a substantial insurance, pensions and security sector. Selling here is largely a matter of being in the room well before the request is formally published.
No list of offices — just honesty: we work remote-first and come on-site where it truly matters, by plane if that is what it takes. Travel costs are charged on.
The market
The Hague has a buying structure you will not find in this form anywhere else. State agencies and municipalities work with tenders, framework agreements and fixed procurement calendars; respond only once a request is published and you have lost any influence over the specification. The region also hosts hundreds of international organizations, many of them in the International Zone, each with its own procedures and English-language decision-making. Around that cluster a cybersecurity and safety sector has grown that largely supplies those same buyers. The commercial mid-market sits on Binckhorst, Forepark, Ypenburg and ZKD: installation, construction supply, wholesale and services, moving at an entirely different pace.
The sales reality here
The classic problem in The Hague is timing. Companies bid on a tender already shaped by a competitor who was in the room two years earlier, and lose on criteria that have nothing to do with their quality. The second mistake is assuming one contact is enough: in public bodies and institutions, procurement, the operational department and sometimes a security officer decide together. So we push for early, substantive conversations with the operational department, well before publication, and for an account plan that names every role involved.

-
AI Lead Generation
The signal that counts in The Hague is a contract running out. We build lead generation on procurement calendars and expiring frameworks.
-
High-Ticket Closing
When an award is scored on points, the decision falls earlier. We run the conversations while the requirements still take shape.
-
Outbound & Cold Outreach
A policy department and an installer on ZKD do not read the same email. We run two sequences with their own tone and pace.
-
Sales (Re)structuring & Selection
A published tender is not a fifty-fifty opportunity. We build a sales process with stages that begin long before publication.
-
Sales Automation & CRM
Frameworks, lots and extension options belong in your CRM as dates with a task attached, not as an attachment in someone's mailbox.
-
Sales Training & Coaching
A programme manager and a site manager require a different register. We train reps who deal with both on the same day.
Frequently asked questions
-
Do you write our tender responses?
No, we don't write tender documents. What we do: get you in the room before the request is drafted, map the roles inside a ministry or executive agency, and train your team to hold the kind of substantive conversation that stage still allows.
-
We sell to international institutions in the International Zone. Does your approach work there?
Yes, with two adjustments. Conversations run in English, and the decision path often leads to a headquarters elsewhere. We map that path up front so you don't spend months talking to someone without a mandate.
-
We're on the Binckhorst and sell to companies, not to government. Is this still relevant for us?
Very much so. The Hague's mid-market on Binckhorst, ZKD and Forepark buys quickly and directly, usually through the owner or site manager. There, a short outbound cycle built on concrete triggers beats the long relationship route institutions require.
